Bishop Philip Egan of Portsmouth, England, has warned Catholics that they cannot ordinarily fulfil their Sunday obligation by attending Mass celebrated by priests of the Priestly Fraternity of St Pius X. He is one of the most conservative voices in the English hierarchy.
